Paul Hagen practices in the areas of U.S. and international environmental law. Mr. Hagen's practice includes counseling leading multinational corporations and U.S. trade associations on the negotiation and implementation of regional and global environmental agreements, with a particular emphasis on treaties impacting the chemicals, electronics, pharmaceuticals and consumer products sectors. Mr. Hagen helps clients identify and comply with national and international product, pollution control, and resource protection measures governing overseas projects and activities. He currently serves as Chairman of the Board of the Environmental Law Institute (ELI). His international environmental practice has been prominently recognized in Chambers U.S.A. Mr. Hagen advises a wide-range of IT, semiconductor, and telecommunications clients on U.S. and international product stewardship initiatives, including restricted substances legislation, labeling, energy efficiency, and product take-back and recycling mandates. Mr. Hagen has represented clients on matters arising under numerous international environmental agreements, including: the Stockholm Convention on Persistent Organic Pollutants (POPs); the Biosafety Protocol to the Convention on Biological Diversity; the Basel Convention and the OECD system governing the transboundary movement of hazardous wastes and recyclables; the Framework Convention on Climate Change and the Kyoto Protocol; the Montreal Protocol; and various marine conservation accords. He has also counselled multinational financial institutions, lender groups and various industry sectors on the environmental and social requirements and performance standards governing large infrastructure and energy projects. His work has included advising governments in Asia, Africa and the Middle East on the drafting of environmental and natural resources legislation. Mr. Hagen's domestic environmental practice includes counseling on a range of environmental compliance and enforcement matters, with an emphasis on release reporting and Right-to-Know issues. Mr. Hagen also serves on the Board of Directors for the World Environment Center (WEC) and holds the position of Secretary-Treasurer. He is an adjunct professor of law at the Washington College of Law at American University in Washington, D.C. where he teaches a course on environmental issues in international business. He served on the ABA’s Standing Committee on Environmental Law from 2002 to 2005.
