Lily N. Chinn is an Associate in the Washington, DC and San Francisco offices of Beveridge & Diamond, P.C.  Ms. Chinn represents clients in complex litigation involving environmental and natural resources issues.

Ms. Chinn comes to Beveridge & Diamond after nearly eight years as a trial attorney at the United States Department of Justice.  As part of the Department's Environmental Defense Section, she litigated a variety of complex appellate and district court cases across the country under the federal pollution statutes, including civil enforcement actions under the Clean Water Act, and defensive actions under the Clean Water Act, Clean Air Act, CERCLA, RCRA and SDWA. 

In this capacity, Ms. Chinn co-chaired two civil wetlands enforcement trials and one defensive CERCLA trial. She has also successfully argued numerous motions before the district courts, conducted extensive discovery and pre-trial preparation, and participated in mediation sessions. In addition, Ms. Chinn has defended challenges to EPA rulemakings in the federal courts of appeals, where she argued several cases before the Fifth and Eleventh Circuits.

While at the Department, Ms. Chinn also served as a prosecutor in the Department's Computer Crimes and Intellectual Property Section for seven months as well as co-chaired the Environment Division's E-Discovery Working Group. 

Ms. Chinn holds a Bachelor of Arts in Political Economy from the University of California, Berkeley and a Juris Doctor from the University of California, Los Angeles School of Law. Prior to law school, Ms. Chinn worked for three years as an environmental consultant in San Francisco where she managed and prepared environmental documentation in accordance with the California Environmental Quality Act and NEPA. 

Ms. Chinn is admitted to practice in California and the District of Columbia.
